As of right now, the silt needs to be cleaned off of the top of the parking lot, otherwise there will just be trenches throughout the entire lot. On the east end of the lot, next to the river, the mud piles are blocking the water drain for the lot, as the parking lot is slanted to drain the water to the east end of the lot, then follow the landing to the river. I think the lot cleaning could easily be done with a skid loader.
On a rising river, the landing wouldnt need to be cleaned out(if the landing has been cleaned out to be useable prior to the rising water), but when the river drops, the silt needs to be cleaned out that was deposited from the higher water.
Since the water is high now, one good thourough initial cleaning would be best, and as the water drops rapidly, the landing will need to be cleaned out regularly. Once the water levels off, and stabilizes to normal summer levels, the landing wouldnt need much cleaning at all. But IF and when the water does drop, it would need to be cleaned out regularly while it drops fast.
As for forming an Adopt a Boat Landing group, I would do whatever I could to help out. What has to be done to form such a thing, and what does it consist of?
